A Budget for BHARAT NIRMAN


The Budget 2009 presented by FM Shri Pranab Kumar Mukherji is clearly for upliftment of the living conditions of rural population who have been a maginalised lot so far. The socialist in Shri Pranab Mukherji who was FM under the Smt Indira Gandhi regime is still alive. The only worrying factor is the huge fiscal deficit at 6.8% of GDP and is in all likelyhood poised to worsen next year. However in the present global scenario not much can be done to rein the fiscal deficit. The budget otherwise does not have much negatives. The knee deep reaction in the bourses on the Budget day was on account of the unwarranted high hopes given by punters and brokerages. Regarding divestment in PSUs the road map has already been given in the Economic Survey. But it has to be carried out cautiously in the background of fall of mighty coporates in the U.S and other European countries. This budget is for the next 8 months; and the present UPA has got full five years term to carry out the unfinished agenda for reforms in financial,insurance and labour sectors. I am sure the next Budget that will be presented by Shri Pranab Mukherji on 28th Feb 2010 will contain larger measures for reforms. The present budget is for INCLUSIVE GROWTH and hence needs to be hailed by all. We can safely give 7 out 10 marks to this Budget .
